Good introductory article in the New York Times on some of the difficulties in health care economics
It does a reasonable job of explaining the necessity of making decisions about the value of life and types of lives along with outlining the difficulties. While it certainly isn't journal article standard, if you just want a brief introduction for students who aren't philosophy students, you could do worse
